Innovation in Public Administration: Exploring the Role of Technology in Modern Governance

The integration of technological innovation in public administration has fundamentally transformed the landscape of modern governance. This study investigates how digital technologies—such as e-government platforms, artificial intelligence, big data analytics, and blockchain—are reshaping administrative functions, enhancing service delivery, and fostering transparency and citizen engagement. Utilizing a qualitative literature review approach, the study synthesizes findings from scholarly articles, government reports, and international policy papers published in the past five years to explore the dynamics between technological innovation and administrative reform. The findings indicate that technology serves as both an enabler and a disruptor in public administration. On one hand, digital tools streamline bureaucratic processes, reduce corruption, and promote participatory governance. On the other hand, challenges such as digital inequality, data security risks, and resistance to organizational change remain critical barriers. The study concludes that successful integration of technology in public administration requires not only infrastructure and technical expertise, but also strong institutional leadership, ethical governance frameworks, and inclusive policy design. This research contributes to the discourse on digital governance by offering a conceptual lens to understand innovation as a multidimensional process that redefines the relationship between the state and its citizens.
