This study analyzes the administrative capacity of local governments in managing climate change impacts through sustainable policy approaches. The research addresses the problem of weak institutional coordination, limited resources, and bureaucratic rigidity that hinder effective climate governance. Using a qualitative library-based method, the study employs secondary data from books, journals, and policy reports related to administrative capacity, climate governance, and sustainability implementation. Content analysis was applied to synthesize and interpret findings. The results show that leadership quality, institutional integration, and adaptive learning are crucial for effective climate governance. The study concludes that strengthening administrative capacity is essential not only for improving policy coherence and innovation but also for ensuring long-term environmental resilience and sustainable local development.
